Here we present the 22 (without Oxbridge, which has a dedicated page). From Imperial, ranked #2 worldwide, to Queen's Belfast, the most affordable (£19k+/year). All apply through UCAS, deadline 14 January 2026.
The Russell Group is the alliance of the 24 public research universities in the UK, founded in 1994 at the Hotel Russell in London. What unites them: 91% of research rated "world-leading" or "internationally excellent" (REF 2021), 94% graduate employability, and two thirds of all UK research funding (~£5 billion/year). Among international students it is the standard reference for academic quality in the UK, much like the Ivy League in the USA, but with one key difference: the Russell Group is self-selected (there is no official internal ranking), it is more of a lobby group for research funding.
For Romanian students, the essential part: EU citizens (including Romanians) now pay international fees since 2021 (Brexit), NO longer the home rate of £9,250/year. Russell Group tuition for international students: £17,700/year (Queen's Belfast, the most affordable) up to £63,000/year (Cambridge Medicine), with a typical range of £25,000-£45,000/year. Plus living costs of £10-15k/year (London £15-20k). You apply through UCAS (NOT the Common App), a maximum of 5 choices in total, deadline 14 January 2026 (Oxford, Cambridge and Medicine have a 15 October deadline). Major UK advantage: the Graduate Route visa, 2 years post-study (3 years for a PhD), lets you look for a job in the UK after graduation without a sponsor.

Since 2021, EU citizens (including Romanians) pay full international fees at UK universities, NO longer the home rate of £9,250/year that they used to pay. This means £25,000-£45,000/year typical tuition for the Russell Group (up to £63,000/year for courses such as Medicine at Cambridge). EU citizens NO longer have access to UK Student Loans. Exception: if you have "settled status" pre-Brexit or you are an Irish citizen, you still pay the home rate. For Romanians, the UK is now an expensive option compared with continental Europe where you pay EU fees.
How to apply to the Russell Group
The process is similar for all 22 universities, through UCAS. For Romanians, the critical deadline is 14 January 2026 (vs 15 October for Oxbridge), so you have until the middle of the 12th grade.
UCAS application (5 choices max)
You apply through UCAS (the single platform for all UK universities). A maximum of 5 choices in total (including Russell Group plus non-Russell Group). Application fee: £28.50. The typical strategy: 2 reach (Imperial, UCL), 2 target (Manchester, Bristol), 1 safety (a university with higher acceptance).
Deadline 14 January 2026 (vs 15 Oct Oxbridge)
UCAS deadline for non-Oxbridge Russell Group: 14 January 2026, 18:00 UK time for September 2026 entry. Exceptions: Medicine, Dentistry, Veterinary at any Russell Group university have a 15 October deadline (the same as Oxbridge). UCAS Apply opens in September. Apply EARLY (October-November) to receive conditional offers by Christmas.
UCAS structured questions (4,000 characters)
From 2026, instead of the single Personal Statement, UCAS uses three structured questions, the same for all 5 UCAS choices, max 4,000 characters (~660 words) in total. They must be STRICTLY ACADEMIC: 80% about your motivation for the course, books read, your own research, evidence of interest; 20% relevant extracurricular activities. For Romanians: NOT personal stories like US essays. Focus on what you studied beyond the curriculum for your chosen course. The same answers for all 5 choices.
Admissions tests (per course)
Required only for certain courses: Medicine, UCAT (replaced BMAT in 2024); Law, LNAT; Economics/Math at some universities (TMUA, ESAT); Engineering at Imperial (ESAT). For Romanians: the tests are taken at Pearson VUE centres in Bucharest or online. Registration: September-October. Serious preparation needed (3-6 months).
Conditional offers plus Bacalaureat
Universities make conditional offers based on predicted grades from your form teacher. For Romanians, BAC predicted grades are converted into A-Levels equivalent. Typical threshold: AAA-A*AA at A-Levels (equivalent to ~9-9.5 BAC average plus 9-9.5 in the specialism). IELTS 6.5-7.5 (depends on the uni). After the BAC in June-July, you confirm that you have met the conditions and the place is secured.
Graduate Route visa (2 years post-study)
Major UK advantage: after graduation, you automatically have the right to a Graduate Route visa for 2 years (3 years for a PhD) to look for a job in the UK WITHOUT a sponsor. Equivalent to OPT in the USA but more generous. It lets you stay in the UK, do internships, transition to a Skilled Worker visa. For Romanians: it is the most efficient route to building a career in the UK long term post-Brexit.

3-year BA, 1-year master, save time
BA/BSc in 3 years (vs 4 years in the USA), you save 1 year of tuition (£25-45k) plus 1 year of living costs (£10-15k). Plus, a UK master is 1 year (vs 2 years in the USA), so you can earn a BA plus an MSc in 4 years total (vs 5-6 years in the USA). For Romanians: if you want a fast MSc (Imperial MSc Finance, LSE MSc Economics), the UK is the most time-efficient route. Caveat: an intensive programme, NOT the Liberal Arts exploration of year 1. You choose the course at the point of application.
