About Politecnico di Milano

Politecnico di Milano (Polimi) is a public university founded in 1863 by the mathematician Francesco Brioschi, making it the oldest technical university in Italy. With over 160 years of tradition in engineering, architecture and design, Polimi is today the best technical university in Italy and a European reference point in its fields. In the QS World University Rankings 2026 it climbed to number 98 worldwide, becoming the first Italian university ever to enter the top 100, after a jump of 41 places over the last three years.

In the QS rankings by subject 2025, Polimi is number 6 worldwide in Design, number 7 worldwide in Architecture and number 21 worldwide in Engineering and Technology, plus very strong positions in Mechanical Engineering and Civil and Structural Engineering (both in the global top 15). The university has campuses in Milan (Leonardo, Bovisa) and regional locations in Lombardy (Como, Lecco, Cremona, Mantova, Piacenza), with three major fields: Engineering, Architecture (Scuola AUIC) and Design (with strong links to Milan's design and fashion industry).

As an EU citizen you pay tuition calculated on your family's income through ISEE (the Italian equivalent economic indicator): families with ISEE below EUR 30,000 benefit from the No Tax Area and pay zero tuition, while the maximum contribution for high incomes reaches about EUR 4,000 per year, drastically lower than in the UK or the USA. Bachelor's degrees (Laurea) last 3 years (180 ECTS), and the master's (Laurea Magistrale) 2 years (120 ECTS), following the European Bologna system.

Pre-enrolment on Universitaly plus Dichiarazione di Valore

All candidates with a foreign diploma pre-enrol on Universitaly, the portal of the Italian Ministry of Universities (MUR). For the Romanian Baccalaureate you need the equivalence of your documents: Dichiarazione di Valore (DoV, issued by the Italian Consulate) or a CIMEA attestation through the statement of comparability. These confirm that your diploma grants access to university studies.

Take the admission test (TOLC or own test)

For Engineering you take Polimi's own TOL test or the TOLC-I (CISIA) alternative in Italian, or the English version (CEnT-S, which from 2026 replaces TOLC-I for programs in English), or the SAT. For Design and Architecture there are dedicated admission tests (with specific sections). Application and test registration are done on the Polimi portal.

Calculate tuition through ISEE (EU advantage)

As an EU citizen you submit ISEE (your family's equivalent economic indicator) through INPS plus, if you have income or assets in Romania, the ISEE parificato version through CAF. Based on the ISEE you fall into the correct tuition band. ISEE below EUR 30,000 equals zero tuition (No Tax Area). Submit the ISEE at least 10 working days before enrolment.

Prove the language (Italian CILS B2 or English IELTS)

For programs in Italian you need at least B2 (CILS, CELI, PLIDA or equivalent). For programs in English you need a certification such as IELTS 6.0 plus, TOEFL iBT 78 plus, or a high school diploma obtained in English. Check the exact requirement of your chosen program.

Codice fiscale plus EU registration (permesso optional)

You obtain your codice fiscale (Italian tax code) at the Agenzia delle Entrate or through the consulate, required for tuition, accommodation and contracts. As a Romanian citizen (EU) you do not need a permesso di soggiorno; for stays over 90 days you register with the Anagrafe as an EU citizen (iscrizione anagrafica), optional for procedures but useful for residency.

Enrolment (immatricolazione) and start of studies

Once you are admitted on the ranking list, you complete the immatricolazione online on the Polimi portal, upload the documents (DoV or CIMEA, diplomas, ISEE) and pay the first tuition instalment. The academic year starts in September. Admission lists for the 2026-27 year are published from 15 June 2026, with enrolments from 22 June. Arrange accommodation (Polimi residenze or apartments) a few months in advance, Milan has a competitive market.

Tuition by income

As an EU citizen, tuition at Polimi is calculated on the ISEE, your family's economic indicator, not on a flat fee. ISEE below EUR 30,000 means zero tuition (No Tax Area), and above the threshold you pay proportionally, up to a maximum of about EUR 4,000 per year. A non-European does not benefit from this income-based scale. In practice, EU citizen status is in itself the biggest financial advantage.

DSU and regional grants

European grants

The DSU grant (Diritto allo Studio Universitario), through Lombardy's regional agency, offers EU students with family income below the threshold zero tuition plus an amount for accommodation and meals. Polimi scholarships: there are merit scholarships and scholarships for international students (Merit Based Scholarship). Erasmus plus: for a mobility of 1-2 semesters you receive a monthly grant. These grants can be combined with the No Tax Area.

The Italy grant

As a Romanian student admitted to a public Italian university, you are eligible for the grants offered by the Romanian Ministry of Education for studies abroad. Also, many town halls and county councils in Romania have grant programs for their students going abroad to study (check with your town hall). Important: these grants apply in parallel and can be combined with the Italian grants.

ISEE (Indicatore della Situazione Economica Equivalente) is your family's equivalent economic indicator, used in Italy to set how much tuition you pay. As an EU citizen, you submit the ISEE through INPS or, if you have income and assets in Romania, the ISEE parificato version through CAF centres. Based on this value you fall into the right tuition band. It matters enormously for Romanians: the lower the family's income, the less you pay. Below EUR 30,000 ISEE you pay no tuition at all. Without a submitted ISEE, you are automatically charged the maximum (about EUR 4,000 per year).

Are the programs at Polimi in English?

Yes, Polimi has an increasingly wide set of programs taught entirely in English. The offer is widest at Laurea Magistrale (master's) level, but there are also certain Laurea (bachelor's) programs in English in Engineering and Design. For programs in English you need a certification such as IELTS 6.0 plus, TOEFL iBT 78 plus, or a high school diploma obtained in English. For programs in Italian you need at least B2 (CILS, CELI or equivalent). Check the exact language of the program on the Polimi website, as it varies from program to program.

How does admission work: Universitaly and the admission test?

The process has two components. Universitaly is the portal of the Italian Ministry of Universities (MUR) where all candidates with a foreign diploma pre-enrol and upload the equivalence documents (Dichiarazione di Valore or CIMEA attestation). The admission test differs by field: for Engineering you take TOL (Polimi's own test) or the TOLC-I alternative by CISIA, or the English version (CEnT-S, which from 2026 replaces TOLC-I for programs in English), or the SAT. For Design and Architecture there are dedicated tests with specific sections. Test application is done on the Polimi portal.

Is the Romanian Baccalaureate accepted at Polimi?

Yes. The Romanian Baccalaureate grants access to university studies in Italy, but it must be equivalated. You need a Dichiarazione di Valore (DoV) issued by the Italian Consulate in Romania, or an attestation through CIMEA (statement of comparability). These documents confirm that your diploma is recognised. Then you pre-enrol on Universitaly and take the admission test for your chosen program. Recommendation: start the equivalence procedure a few months in advance, because the DoV can take time.

Do I need a visa or permesso di soggiorno as a Romanian?

No. As a Romanian citizen (EU) you do not need a study visa or a permesso di soggiorno to study in Italy. You can move freely. For stays over 90 days you can register with the Anagrafe as an EU citizen (iscrizione anagrafica), a procedure useful for residency but optional for studies. You do, however, need a codice fiscale (Italian tax code), which you obtain at the Agenzia delle Entrate or through the consulate, for tuition, accommodation and contracts. A European health card or medical insurance is also recommended.

Can I stay in Italy after graduation?

Yes, as a Romanian EU citizen you have the automatic right to work in Italy without a visa. Milan is the economic capital of Italy and a European hub for engineering, design, fashion and finance, with companies such as Pirelli, Leonardo, ENI, ABB, Prada and numerous architecture and design studios. Polimi graduates are highly sought after on the local and international market. Starting salaries for engineers and designers in Milan are generally above the Italian national average. With a diploma recognised across the EU, you can later work anywhere in the European Union without a visa.
