About Université Paris-Saclay
Université Paris-Saclay is a French public university, created in 2015 as a community of institutions (ComUE) and reorganized in 2019-2020 into a "collegiate"-type university, which absorbed the former Université Paris-Sud (founded in 1971). It sits in Orsay, about 20 km south of Paris, at the heart of the Plateau de Saclay science cluster, regarded as one of the largest research hubs in Europe. It has around 60,000 students, of whom roughly 10,000 are international.
Paris-Saclay is a global reference in the exact sciences. It is number 1 worldwide in Mathematics in the Shanghai academic ranking (ARWU) for years running, ahead of universities such as Princeton or MIT in this field, and 3rd worldwide in Physics (number 1 in Europe). How to apply to Paris-Saclay
Apply for a bachelor's through Parcoursup
For bachelor's programs, you apply through the French national platform Parcoursup. The procedure usually opens in January, and the deadlines for submitting your choices fall in March. You upload your high school grades, the Baccalaureate (or predicted results), a motivation letter and select the specialization you want. For a master's, you apply directly on the Paris-Saclay faculty portals (usually in spring).
Campus France (recommended for EU)
As an EU citizen, you do NOT need a visa and you are NOT required to go through the "Études en France" procedure. Still, Campus France Romania is recommended: it offers free guidance, checks your file, helps with recognizing the Baccalaureate and understanding the French system. For EU citizens, Campus France is support, not an administrative obligation.
Prove your language level (DELF/DALF or IELTS)
For programs in French (most bachelor's) you need a B2 French level, proven through DELF B2 / DALF C1 or TCF. For programs in English (international master's, AI, physics, engineering) you need IELTS 6.5 or TOEFL iBT 79 plus. Paris-Saclay offers French courses (FLE) for international students.
Prepare your academic file
The file includes your high school transcript, the Baccalaureate diploma (or proof of passing), the motivation letter and, for a master's, a CV plus possibly recommendation letters. For competitive science programs (Mathematics, Physics, Engineering), grades in the relevant subjects and olympiad results count decisively.
Registering as an EU citizen in France
As a Romanian (EU) citizen, you do not need a residence permit to study in France. You can settle freely. Recommended: open a French bank account, obtain a social security number (for free student health insurance) and register with CAF for the rent allowance (APL), to which EU citizens are entitled.
Enrollment and CVEC payment
After admission, you complete enrollment online on the Paris-Saclay portal. You pay the registration fee (EUR 178 bachelor's / EUR 254 master's) and obtain the CVEC certificate (EUR 105) from the national platform, mandatory to finalize your registration. Start of the academic year: September. Arrange accommodation (subsidized CROUS halls or a private flat) a few months in advance.

CAF (APL): a monthly rent allowance to which EU citizens are entitled, which can reach EUR 100-200 per month. Paris-Saclay scholarships: the IDEX program offers excellence scholarships for international master's, especially in the sciences.
Romania grant + Erasmus+
As a Romanian student, you can apply for the scholarships of the Romanian Ministry of Education for studies abroad and for the scholarship programs of some Romanian city halls. Erasmus+: if you initially come on an academic exchange of 1-2 semesters, you receive a monthly grant. These sources can be combined with the French scholarships and allowances, but are applied for in parallel.

Yes, the Romanian Baccalaureate is recognized as a qualification for access to French higher education, being part of the European education area.
